Information from the Secretariat

Coordinate action among the units of the Interior to approve their participation in policy and objects drawn by the Executive, providing due logistic support in the provision of services common to all of them, safeguarding the interests of the Department before third parties and ensuring that administrative acts is framed within the law and other regulations.
  1. Sign on behalf of the Department contracts relating to issues of governance, in accordance with acts of delegation and other relevant standards.
  2. Sign contracts relating to the provision of logistical support services on behalf of the Department when the needs require it.
  3. Appoint supervisors or auditors for contracts signed by the above-mentioned logistics support services.
  4. Submit to the Governor for consideration draft ordinances, decrees, resolutions, contracts, administrative acts and other documents from the departments and organizations.
  5. Coordinate and implement policies, plans, programs and projects related to the administration of the human resources of the central level of Government.
  6. Coordinate the process of possession of new staff, as well as memberships to pension funds and severance pay, health promoting companies, insurers of occupational hazards and boxes of family compensation.
  7. Coordinate courses of induction, training, and job training to officials entering the Governor's Office.
  8. Provide information support for the planning and implementation of measures for improvement and administrative modernization, as in the study of loads of work and wage assignments.
  9. Implement the rules on administrative career in terms of promotion, competition, incorporation and rise to the plant's personnel officials
  10. Supervising the preparation and processing of the payroll of salaries and other social benefits of public servants from the central level of Government.

  1. Run the object of the agreement signed between the Ministry of Foreign Affairs and the Interior of North Santander.

Functions of the human resources management Area are:


  1. Implement policies, plans, programs and projects related to the administration of the human resources of the central level of Government.
  2. Project the relevant administrative acts for bonding, removal and movement of staff in the service of the Central Administration of the Department.
  3. Execute the process of possession of new staff, as well as memberships to pension funds and severance pay, health promoting companies, insurers of occupational hazards and boxes of family compensation.
  4. Monitor compliance with policies and regulations in the process of selection, induction, training of the employees of the departmental administration.
  5. Promote processes of social well-being and occupational health for employees of the departmental administration.
  6. Training events to promote growth and human development that generate institutional belonging and confidence in coexistence.
  7. Promote spaces of integration of governance, through cultural events, sports and recreation staff.
  8. Coordinate and implement the rules on administrative career in terms of promotion, competition, incorporation and rise to the plant's personnel officials.

The functions of the departmental public pension fund are:

  1. Project for signature of Secretary General administrative acts of recognition, substitution of pensions for old-age or retirement, invalidity or replacement or survivors from the departmental territorial public pension fund, as well as ensuring your payment under the terms of the Ordinance No. 00021 of 1995.

The Area of General Service functions are:

  1. Coordinate the management, maintenance, conservation, proper use and cleaning of the facilities, telephone and radio communications and other elements of governance.
  2. Develop plans and programs of scheduled preventive maintenance of elements of support (air conditioners, electrical, lighting, etc.) of the entity.

Functions of the shopping Area and supplies are:

Functions in the Area of warehouse and inventory are:

  1. Coordinate, implement and monitor policies for storage of goods in the governorate.
  2. Monitor and record the returning elements in service.
  3. Processing of goods downward in bad state, in accordance with current standards and organic provisions of the General Comptroller of the Republic and in accordance with institutional policies.

The Area of petitions, complaints and claims functions are:

  1. Processing complaints and claims by alleged breaches or committees conduct by officials of the Department, presented by those affected, and in cases not be within competence of departmental administration, advice on the relevant authorities, in compliance with the law 190 of 1995.
